1. Who is eligible for a subsidy ?

To be eligible for a subsidy, the Applicant must:

a. replace or upgrade their electrical equipment to more energy-efficient models, such as LED light bulbs and LED light tubes, air-conditioners with a Grade 1 energy efficiency rating, and more energy efficient air-conditioning systems for both retrofit and new installations.

b. be a CLP Power’s electricity account customer under Bulk Tariff or Large Power Tariff except for “Government” account customer which is building, office or facility directly operated by the HKSAR Government;

c. accept to conduct an on-site pre-installation inspection and on-site post-installation inspection arranged by CLP Power at the supply address of his/her CLP Power’s electricity account under Bulk Tariff or Large Power Tariff;

d. perform retrofit of less energy efficient appliance(s) with eligible product(s) at the supply address of his/her CLP Power’s electricity account under Bulk Tariff or Large Power Tariff after successful completion of on-site pre-installation inspection. New installations are also eligible for CLP Power’s electricity account under Bulk Tariff or Large Power Tariff. The number of purchased eligible product(s) applying for the subsidy shall not exceed the sum of number of retrofitted appliances and number of new installations; and

e. submit the subsidy application between 1 January 2019 and 31 December 2023 inclusive by filling in the application form, providing the proof of purchase of the eligible product(s), and accepting the Terms and Conditions.

2. If I want to join the Scheme, when can I purchase the eligible products? Can I purchase the products before the commencement of the Scheme?

To be eligible for a subsidy, the Applicant must purchase the eligible product(s) after successful completion of the on-site pre-installation inspection.

3. When does the Scheme start and end?

The Scheme period is between 1 January 2019 and 31 December 2023 inclusive.

4. Can I apply for subsidy more than once?

The Applicant can apply for subsidy more than once as long as the cumulative subsidy amount received does not exceed the subsidy ceiling while funding of the Scheme lasts.

5.  What appliances are eligible for subsidy?

The Scheme offers the following eligible products for subsidy application:

a. Air conditioner with Grade 1 Energy Label;

b. Air-conditioning system not under The Mandatory Energy Efficiency Labelling Scheme (MEELS);

c. LED light bulb; and

d. LED light tube

For air conditioner with Grade 1 Energy Label, it must be single packaged type or split type air conditioner with Grade 1 Energy Label on the “Record of Listed Models” in The Mandatory Energy Efficiency Labelling Scheme (MEELS), which is issued by the Electrical and Mechanical Services Department (EMSD) of the HKSAR Government. The Registration Record can be found in EMSD website: https://www.emsd.gov.hk/energylabel/tc/households/rac/select_ac_result.php?type=all.

For air-conditioning system not under The Mandatory Energy Efficiency Labelling Scheme (MEELS), it must be of performance better than minimum coefficient of performance stipulated in the latest version of Code of Practice for Energy Efficiency of Building Services Installation issued by EMSD. The document can be accessed through http://www.beeo.emsd.gov.hk. Examples of the air-conditioning system are variable refrigerant flow (VRF) system, energy efficient air-cooled chiller or water-cooled chiller.

For LED light bulb, it must be:

a. used for the replacement of non-LED light bulb or for new installation;

b. (LED Emitting Diode) LED Lamps on the “Registration Records of Voluntary Energy Efficiency Labelling Scheme” (“VEELS”), which is issued by the Electrical and Mechanical Services Department (EMSD) of the HKSAR Government (Note: The Registration Records can be found in EMSD website: https://www.emsd.gov.hk/en/energy_efficiency/voluntary_energy_efficiency_labelling_scheme/registers/household_appliances/led_lamps/index.html), or other LED lamps including LED downlights. Priority will be given to the LED lamps registered under VEELS if the remaining funding amount of the Scheme is insufficient to provide subsidy for the outstanding eligible applications; and

c. used for non-decorative purpose.

For LED light tube, it must be:

a. used for the replacement of non-LED light tube or for new installation;

b. of either bendable type with length of no less than around one metre or non-bendable type (T5 or T8 standard, panel type) with length of no less than around 600 millimetres; and

c. used for non-decorative purpose.

6. I have purchased the products but I don’t want to use them right now as my old appliances are still in good conditions. Am I qualified for the subsidy?

To qualify for a subsidy, The Applicant should ensure that the eligible product(s) has(have) been installed at the supply address of his/her CLP Power’s electricity account under Bulk Tariff or Large Power Tariff. An on-site post-installation inspection will be arranged at the supply address of the Applicant’s CLP Power’s electricity account under Bulk Tariff or Large Power Tariff to check the accuracy of the information provided in the application form, the original copy (ies) of the proof of purchase, and the installation of the eligible product(s) before approving a subsidy.

7. Can I use the products in places different from my supply address of my electricity account?

To qualify for a subsidy, the Applicant must perform retrofit of less energy efficient appliance(s) with eligible product(s) or new installations at the supply address of his/her CLP Power’s electricity account under Bulk Tariff or Large Power Tariff.

8. How are the eligible products selected?

The Scheme aims to promote energy efficiency and conservation by providing subsidy to CLP Power’s electricity customers to use energy efficient end-use appliances. The eligible products are those with higher cost effective energy saving.

9. Does it matter where I buy the eligible products?

It does not matter where the Applicant can purchase the eligible products provided that the products meet the eligible requirements and proof of purchase requirements can be fulfilled.

10. Where can I find a list of qualified appliances for the Scheme?

For air conditioner with Grade 1 Energy Label, it must be single packaged type or split type air conditioner with Grade 1 Energy Label on the “Record of Listed Models” in The Mandatory Energy Efficiency Labelling Scheme (MEELS), which is issued by the Electrical and Mechanical Services Department (EMSD) of the HKSAR Government. The Registration Record can be found in EMSD website: https://www.emsd.gov.hk/energylabel/tc/households/rac/select_ac_result.php?type=all.

11. What information should a valid proof of purchase include?

The proof of purchase of the eligible product(s), in the form of copy(ies) of invoice(s) or receipt(s), and goods delivery note(s) if any, is required for the process of the subsidy application and it must include at least the following information:

a. Name, correspondence address and telephone number of the vendor, from which the eligible product(s) is(are) purchased;

b. Date(s) of purchase of the eligible product(s); and

c. Itemised description of each purchased eligible product type, including such information as:

• product description;

• brand;

• model number;

• quantity; and

• purchase price per unit (net) (in HK$)

If the proof of purchase issued by the vendor is printed with the name, correspondence address and telephone number of the vendor but other required information is not fully printed on the proof of purchase, clearly written or printed supplementary information provided by the Applicant is acceptable.

If the proof of purchase issued by the vendor is not printed with the name, correspondence address and telephone number of the vendor, clearly written or printed supplementary information provided by the Applicant is acceptable provided that company chops of the vendor are stamped on the proof of purchase and next to the supplementary information.

12. Should I keep the original receipt(s)?

CLP Power reserves the right to request the Applicant to show the original proof of purchase as part of the application process.

13. My receipt is not in HK$ but RMB as I purchased the eligible products through a shopping website in the Mainland China.  Am I still eligible for the application?

The Applicant can only be eligible for joining the Scheme if the purchase prices in HK$ are provided in the proof of purchase.

14. I have lost my receipt. What should I do?

CLP Power reserves the right to conduct an on-site post-installation inspection at the supply address of the Applicant’s electricity account to check the accuracy of the information provided in the application form, the original proof of purchase, and the installation of the eligible product(s) before approving a subsidy. If the Applicant has lost the receipt, he/she has to ask the vendor to re-generate the receipt for him/her.

15. How much subsidy can I get reimbursed for different product(s)?

The subsidy ceiling for each CLP Power’s electricity account under Bulk Tariff or Large Power Tariff is HK$150,000 over the period between 1 January 2019 and 31 December 2023 inclusive while funding of the Scheme lasts.

16. I do not need any new air conditioner. Can I get my entire subsidy  quota amount if I spend all on LED lamps?

The Applicant may make use of the subsidy to purchase eligible product(s) of any combination of “Air conditioner with Grade 1 Energy Label / Air-conditioning system not under MEELS / LED bulb / LED tube”.

17. What if I change my tariff type during the Scheme period?

If the applicable tariff to a CLP Power’s electricity account is changed between Non-Residential Tariff and Bulk Tariff or Large Power Tariff without change of the electricity account number during the Scheme period, the account shall be eligible for subsidy application with a new subsidy quota amount equal to the difference by subtracting the used quota amount under original tariff from the eligible ceiling of a normal account under new tariff. If the difference is a negative amount, the new subsidy quota amount will be zero for the electricity account.

18. I have to terminate my electricity account during the Scheme period. Can I transfer my subsidy amount to other accounts?

If a CLP Power’s electricity account under Bulk Tariff or Large Power Tariff is terminated during the period between 1 January 2019 and 31 December 2023 inclusive, the remaining subsidy amount in the account will be cancelled and no subsidy application will be allowed for the account.

19. I did not have a CLP Power’s electricity account before. I am planning to register a new account during the Scheme period. Am I eligible for subsidy application?

If a new CLP Power’s electricity account under Bulk Tariff or Large Power Tariff is registered during the period between 1 January 2019 and 31 December 2023 inclusive, the account shall be eligible for HK$150,000 subsidy ceiling until end of 31 December 2023 while funding of the Scheme lasts.

20. What if my application is successful but I am not given the subsidy during the Scheme? Can I still get the subsidy after the Scheme?

If the Applicant submitted a subsidy application and cannot get subsidy until end of 31 December 2023 due to unavailability of funding of the Scheme, the application will no longer be valid and will be cancelled without subsidy given to the Applicant.

21. What can I do with the remaining quota amount that I have not used by the end of the Scheme?

Remaining subsidy quota amount, if any, in a CLP's electricity account as at end of 31 December 2023 will be cancelled.

22. Will I get extra rebate if the remaining subsidy quota amount in the CLP Power’s electricity account is not sufficient to fully pay for a successful subsidy application?

If the remaining subsidy quota amount in a CLP Power’s electricity account is not sufficient to fully pay for a successful subsidy application, the Applicant will receive the remaining subsidy quota amount only while funding of the Scheme lasts without any reimbursement of the shortfall in subsidy amount.

23. Where can I apply?

The Applicant can submit subsidy application through CLP Power’s GREENPLUS Experience Centre and Smart Energy Experience Centre or CLP Power’s Account Manager (or email to EquipUpgrade@clp.com.hk). However, application by post is not accepted.

24. Where can I submit the application form?

The Applicant can visit CLP Power’s GREENPLUS Experience Centre or Smart Energy Experience Centre to submit his/her filled application form. The Applicant may also contact his/her own dedicated CLP Power’s Account Manager or send email to EquipUpgrade@clp.com.hk for arranging the subsidy application.

25. When can I submit the proof of purchase of eligible product(s) for the subsidy?

Once the eligible product(s) was(were) installed and commissioned, the Applicant can submit the proof of purchase of the eligible product(s) for the subsidy application between 1 January 2019 and 31 December 2023 inclusive on a first-come-first-served basis, the Applicant will then receive an acknowledgement for the receipt of the application.

26. Can I install eligible products greater than the number of eligible products listed on the application form?

The number of each type of installed eligible product(s) applying for the subsidy should not be more than, but can be less than, the number of each type of the eligible product(s) specified during pre-installation inspection.

27. Can I install eligible products at new locations against the information given during pre-installation inspection?

The location(s) of the eligible product(s) installed should be the same as that (those) specified during pre-installation inspection.

28. What will the on-site post-installation inspection cover?

An on-site post-installation inspection will be arranged at the supply address of the Applicant’s CLP Power’s electricity account under Bulk Tariff or Large Power Tariff to check the accuracy of the information provided in the application form, the original copy (ies) of the proof of purchase, and the installation of the eligible product(s) before approving a subsidy.

29. How will I receive the subsidy?

The subsidy amount shall be credited to the Applicant’s electricity account to offset electricity charges.

30. Can I withdraw the subsidy from my electricity account?

The subsidy amount will be reflected as credits in your electricity bills and offset against your charges. The net balance (if any) will be fully credited to your Electricity Supply Account or fully paid by cheque made payable to the Electricity Account Holder (The amount must be HK$150 or above. For amount less than HK$150 will be carried forward to the next bill).

31. If the on-site post-inspection result fails, is it possible for me to apply again after proper adjustments?

The Applicant can apply for the Scheme as new application. Funding of the Scheme is limited and available to the Applicant on a first-come-first-served basis while funding of the Scheme lasts.

32. Will CLP involve installation of appliances?

The Applicant should ensure, at his / her own responsibilities, the eligible product(s) was(were) installed safely and that installation of the eligible product(s) shall comply with the Building Energy Efficiency Ordinance published by the HKSAR Government.  

33. Am I guaranteed a subsidy if I purchase an eligible product during the Scheme period?

The Scheme is unable to guarantee a subsidy. The Scheme will provide subsidy for the eligible product(s) on a first-come-first-served basis while funding of the Scheme lasts.

34. Can I resell the product(s) to third party?

Upon receipt of subsidy for eligible product(s) purchased for subsidy application, the Applicant cannot resell the eligible product(s) to third party for cash or its equivalent.

35. Can I get the subsidy if I change my registered account at the same premise?

If a registered electricity account under Bulk Tariff or Large Power Tariff is changed during the period between 1 January 2019 and 31 December 2023 inclusive, HK$150,000 subsidy ceiling will not be newly allocated to the new account at the same premises unless the account change is due to either change of legal ownership of the premises or change of tenancy of the premises.

36. Can I get the subsidy by replacing existing LED light bulb with a new one?

Subsidy application for eligible LED light bulb(s)/tube(s) retrofit is applicable for the replacement of non-LED light bulb(s)/tube(s) only.

37. What legal regulations should I obey for the installation?

The Applicant shall ensure that installation of the eligible product(s) shall comply with the Building Energy Efficiency Ordinance published by the HKSAR Government.

38. What should I do with my replaced products?

The Applicant should dispose of his/her replaced product(s) properly.

39. Will CLP Power provide any support for the maintenance of the eligible products?

CLP Power shall assume no responsibility whatsoever for the repair and maintenance or for any incidents or accidents associated with the usage of the eligible product(s) installed under the Scheme.
