You can take part in the scheme by installing a solar and/or wind power renewable energy system on your premises. Once the system is successfully connected to the CLP grid, you can earn FiT payments.
Taking into consideration the most viable renewable energy types in Hong Kong, FiT Scheme will be offered to solar photovoltaic systems as well as wind systems.
You can take part in the scheme if:
Only a registered CLP electricity account holder is eligible to apply for the FiT Scheme. If you do not currently hold a valid CLP electricity account for the supply address of the rooftop, you are required to apply for an electricity account prior to the application of the FiT Scheme.
CLP will consider it on a case-by-case basis.
You are required to submit an application together with required documents to CLP Power. After your technical assessment, system test and installation of your renewable energy system, CLP will install a smart meter. Once the system* is successfully connected to the CLP grid, you can earn FiT payments.
The progress of technical assessment for some applications may be affected due to the following reasons:
To further demonstrate CLP’s support towards our customers and renewable energy development, we will consider whether and if so how to reinforce network according to customers’ application, given that it will not affect our supply safety and reliability. However, there may be circumstances which affect the progress or the completion date. The reinforcement works may also be affected due to restrictions on the power supply facilities or/and geography, e.g. permission from the relevant Government departments and private land owners is required. As the works and applications involved will be complicated and time-consuming, the network reinforcement will not be completed within a short time frame. Our Account Managers will follow up with you and suggest different technical solutions with a view to resolving the matter, so as to encourage more customers to take part in the renewable energy development.
Please be reminded that the design, installation, operation and maintenance of your renewable energy system should comply with all applicable laws, regulations, guidelines, and safety and technical requirements. This includes compliance with the requirements set out under the Technical Guidelines on Grid Connection of Renewable Energy Power Systems and the Guidance Notes for Solar Photovoltaic (PV) System Installation, both issued by the Electrical and Mechanical Services Department (“EMSD”).
You may choose to terminate the FiT Scheme at any time by giving 90 days’ prior written notice to CLP.

There is no minimum generation capacity requirement.
You are free to choose your renewable energy system contractor from the market. However, you are reminded that you should appoint a qualified Registered Electrical Contractor / Registered Electrical Worker to install renewable energy systems.
You can refer to Electrical and Mechanical Services Department’s Technical Guidelines on Grid Connection of Renewable Energy Power Systems and the technical information on CLP website such as technical design notes and metering requirements.
Customers are free to choose their renewable energy system equipment of different manufacturers from the market. However, customers are reminded that they should appoint a qualified Registered Electrical Contractor / Registered Electrical Worker to install renewable energy systems.

On regulatory aspect, it is more appropriate to inquire relevant Government departments. You shall obtain and maintain all licences, permits and approvals required by the applicable laws, from Government authorities or third parties which are necessary in order to own and operate the renewable energy system.
The FiT scheme will be effective from 1 October 2018 onwards. As such the renewable energy electricity generated from your approved renewable energy system will be measured and paid at the agreed FiT rate from 1 October 2018 onwards despite the connection is made before the date.
FiT payment will be offered throughout the project life of the renewable energy systems or until end 2033, whichever is earlier.
The FiT payments will be reflected as credits in the electricity bills to offset the electricity charges.
Under the FiT scheme, the amount of electricity produced by the customer’s RE system, the FiT payment the customer is entitled to receive as well as the amount of electricity consumed and respective charges will be clearly listed in the electricity bill.

If an applicant submits a FiT application for 3 new renewable energy systems on rooftop of 3 separate buildings under one electricity account on 1 February 2019, eligible FiT rate will be applied to each individual system in accordance to the system capacity. The table below shows the applicable FiT rates.

Firstly, you need to inform us the change in capacity by sending the application form. The new rate for the entire new renewable energy (RE) system will be determined on pro-rata basis with reference to the aggregate generation capacity of the existing RE system that is considered as part of the new RE system and the generation capacity of the additional RE system.
The new FiT rate = [(C1 x R1) + (C2 x R2)] / (C1 + C2)
C1 = generation capacity of the existing RE system of the new RE system
R1 = FiT rate applicable to C1
C2 = generation capacity of the additional RE system
R2 = Prevailing FiT rate applicable to the total generation capacity of the new RE system

A registered customer with an existing renewable energy system with capacity of 8kW at a FiT rate of $5/kWh. He submits an increase of capacity of 8kW, making the total capacity of the new RE system to 16kW on 1 February 2021.

There is no application fee charged by CLP.
CLP will not provide any warrant/insurance for the renewable energy system. You are advised to be responsible for the warrant/insurance.
You shall follow the safety procedure in the operation procedure for switching off and/or isolating the renewable energy system.
