1. What is the FiT Scheme?

You can take part in the scheme by installing a solar and/or wind power renewable energy system on your premises. Once the system is successfully connected to the CLP grid, you can earn FiT payments.

2. What types of Renewable Energy systems are eligible under the FiT Scheme?

Taking into consideration the most viable renewable energy types in Hong Kong, FiT Scheme will be offered to solar photovoltaic systems as well as wind systems.

3. Who can participate in the FiT Scheme?

You can take part in the scheme if:

  • You are a registered CLP account holder (not applicable to government bodies) ;
  • Your renewable energy system is powered by solar and/or wind and is located on your premises with a total generation capacity of up to 1MW; and 
  • Your renewable energy system can be connected to the CLP network without any increase in capacity or network reinforcement work by CLP

4. If I do not have a valid CLP electricity account for the rooftop of a premises, how can I participate in the FiT Scheme to install renewable energy system on the rooftop?

Only a registered CLP electricity account holder is eligible to apply for the FiT Scheme. If you do not currently hold a valid CLP electricity account for the supply address of the rooftop, you are required to apply for an electricity account prior to the application of the FiT Scheme.

5. If I would like to build a renewable energy system with generation capacity greater than 1MW, can I participate in the FiT Scheme?

CLP will consider it on a case-by-case basis.

6. What is the application procedure and document required for participating in the FiT Scheme?

You are required to submit an application together with required documents to CLP Power. After your technical assessment, system test and installation of your renewable energy system, CLP will install a smart meter. Once the system* is successfully connected to the CLP grid, you can earn FiT payments.

The progress of technical assessment for some applications may be affected due to the following reasons:

  • The systems under application are located outside the existing network (such as uncultivated land);
  • There are only basic power supply facilities (such as overhead electricity lines) in the areas where the systems under application are located and the capacity for supplying electricity of the network concerned cannot support the capacity of the systems under application; or
  • Connecting RE system with a larger capacity or connecting many smaller RE systems densely within the same area to a CLP’s network will increase the supply voltage and may even exceed the allowable voltage limit of the existing power supply facilities within the area. This may result in voltage instability, and may ultimately affect the stability of power supply to other customers of the same area.

To further demonstrate CLP’s support towards our customers and renewable energy development, we will consider whether and if so how to reinforce network according to customers’ application, given that it will not affect our supply safety and reliability. However, there may be circumstances which affect the progress or the completion date. The reinforcement works may also be affected due to restrictions on the power supply facilities or/and geography, e.g. permission from the relevant Government departments and private land owners is required. As the works and applications involved will be complicated and time-consuming, the network reinforcement will not be completed within a short time frame. Our Account Managers will follow up with you and suggest different technical solutions with a view to resolving the matter, so as to encourage more customers to take part in the renewable energy development.

* You are reminded to ensure the design, installation, operation and maintenance of your renewable energy system comply with all applicable laws, regulations, guidelines, safety and technical requirements.

7. Can I quit the FiT Scheme after participation?

You may choose to terminate the FiT Scheme at any time by giving 90 days’ prior written notice to CLP.

8. How can I inquire the application progress?

9. Are there any minimum power generation requirements from the renewable energy system under the FiT Scheme?

There is no minimum generation capacity requirement.

10. Will CLP help design and build renewable energy system for me?

You are free to choose your renewable energy system contractor from the market. However, you are reminded that you should appoint a qualified Registered Electrical Contractor / Registered Electrical Worker to install renewable energy systems.

11. What are the technical requirements for grid connection?

You can refer to Electrical and Mechanical Services Department’s Technical Guidelines on Grid Connection of Renewable Energy Power Systems and the technical information on CLP website such as technical design notes and metering requirements.

12. Who can install renewable energy system?

You are free to choose your renewable energy system contractor from the market. However, you are reminded that you should appoint a qualified Registered Electrical Contractor / Registered Electrical Worker to install renewable energy systems.

13. Are there any recommended renewable energy equipment manufacturers/ contractors from CLP Power?

Customers are free to choose their renewable energy system equipment of different manufacturers from the market. However, customers are reminded that they should appoint a qualified Registered Electrical Contractor / Registered Electrical Worker to install renewable energy systems.

14. If CLP approves the installation of my renewable energy system, does it mean that the installation also complies with other regulatory requirements?

On regulatory aspect, it is more appropriate to inquire relevant Government departments. You shall obtain and maintain all licences, permits and approvals required by the applicable laws, from Government authorities or third parties which are necessary in order to own and operate the renewable energy system.

15. If my renewable energy system has been connected to CLP network before 1 October 2018, can I get FiT payments before the commencement of Scheme?

The FiT scheme will be effective from 1 October 2018 onwards. As such the renewable energy electricity generated from your approved renewable energy system will be measured and paid at the agreed FiT rate from 1 October 2018 onwards despite the connection is made before the date.

16. How long will I be eligible for receiving the FiT payment?

FiT payment will be offered throughout the project life of the renewable energy systems or until end 2033, whichever is earlier.

17. How can I get the FiT payment?

The FiT payments will be reflected as credits in the electricity bills to offset the electricity charges.

Under the FiT scheme, the amount of electricity produced by the customer’s RE system, the FiT payment the customer is entitled to receive as well as the amount of electricity consumed and respective charges will be clearly listed in the electricity bill.

The FiT payment will first be used to offset your electricity charges. If there is any net balance, you can choose to:

  • have the net amount accrued in your Account, or
  • have the net amount paid by cheque payable to the Account Holder when the net amount reaches HK$150 or above. For a net amount less than HK$150, it will be accrued and carried forward to the next bill.

18. What FiT rate is applicable if separate renewable energy systems under the same account are approved?

The following example is used for your reference.

If an applicant submits a FiT application for 3 new renewable energy systems on rooftop of 3 separate buildings under one electricity account on 1 February 2019, eligible FiT rate will be applied to each individual system in accordance to the system capacity. The table below shows the applicable FiT rates.

19. Any impact to my FiT rate if I want to increase the capacity of my renewable energy system (assuming single system & new smart meter is NOT able to be installed)?

Firstly, you need to inform us the change in capacity by sending the application form. The new  rate for the entire new renewable energy (RE) system will be determined on pro-rata basis with reference to the aggregate generation capacity of the existing RE system that is considered as part of the new RE system and the generation capacity of the additional RE system.

The new FiT rate = [(C1 x R1) + (C2 x R2)] / (C1 + C2)

where:

C1 = generation capacity of the existing RE system of the new RE system

R1 = FiT rate applicable to C1

C2 = generation capacity of the additional RE system

R2 = Prevailing FiT rate applicable to the total generation capacity of the new RE system

A registered customer with an existing renewable energy system with capacity of 8kW at a FiT rate of $5/kWh. He submits an increase of capacity of 8kW, making the total capacity of the new RE system to 16kW on 1 February 2020.

The following table shows the FiT rate of the total capacity of the renewable energy system.

20. Is there any charge for FiT Scheme application?

There is no application fee charged by CLP.

21. Will CLP provide warranties/insurance for my renewable energy system?

CLP will not provide any warrant/insurance for the renewable energy system. You are advised to be responsible for the warrant/insurance.

22. If the renewable energy system which is connected to CLP grid is under maintenance and will be disconnected from the CLP grid, is it required to notify CLP?

You shall follow the safety procedure in the operation procedure for switching off and/or isolating the renewable energy system.

23. If I suspect the FiT payment is incorrect or the CLP smart meter malfunctions, who should I contact?
