Power Connect Beneficiary programme

CLP Power has earmarked HK$50 million in electricity subsidies through the CLP Power Connect Beneficiary Programme in 2022 for 50,000 eligible households, including elderly people, low-income people, disabled people, and tenants of subdivided units. A one-off extra subsidy on top of normal subsidies will be given to each household, meaning they will each receive a total of HK$1,000 in electricity subsidies to relieve their burden of daily spending.

Category 1 - Aged 65 or above either elderly singleton or elderly doubletons
Beneficiary who aged 65 or above and receiving assistance from one of the following schemes: 
  • Comprehensive Social Security Assistance (CSSA) Scheme;
  • Higher Old Age Living Allowance;
  • Normal Old Age Living Allowance

Category 2 - Low-income earners 

Beneficiary who are receiving assistance from one of the following schemes:

  • Working Family Allowance (WFA) Scheme; 
  • Comprehensive Social Security Assistance (CSSA) Scheme; 
  • Full Grant of The School Textbook Assistance (TA) Scheme;
  • Full Grant of Kindergarten and Child Care Centre Fee Remission (KCFRS) Scheme

Category 3 - The Disabled

Beneficiary who are holding / receiving assistance from one of the following schemes:

  • Registration Card for People with Disabilities;
  • Comprehensive Social Security Assistance (CSSA) Scheme with Transport Supplement;
  • Social Security Allowance (SSA) Scheme with Disability Allowance.

Document must be provided for application:

  • Hong Kong identity card of beneficiary
  • Copy of electricity bill (With full display of residential address, English name and CLP electrcity account number)
  • Eligible and corresponding document number

How to apply

  • Beneficiary must be nominated by CLP Power Connect partnered NGOs.
  • The eligibility of the applicants will be reviewed by the NGOs. Those applications will then be reviewed by CLP.

Category 4 - Subdivided Units Household

  • living in a subdivided unit* in adverse conditions (Subdivided Units Household)
  • the subdivided unit is located in a building with CLP electricity supply
  • no individual CLP electricity account is created for the subdivided unit
  • be a Hong Kong resident for not less than one year; and have resided in Hong Kong for at least one year since acquiring the Hong Kong resident status. Those holding visas or recognizance forms issued by the Immigration Department are not eligible.

Document required for application

  • HK Identity card of beneficiary
  • Residential address of beneficiary (if applicable)
  • Copy of Personal Saving Bank Account information (Legible Bank Name, Bank Account holder name and Bank Account Number must be shown completely and clearly in the copy)
    • Copy of Bank book; or
    • copy of Bank Statement/ E-statement; or
    • copy of ATM card

How to apply

  • Beneficiary must be nominated by CLP Power Connect partnered NGOs.
  • The eligibility of the applicants will be reviewed by the NGOs. Those applications will then be reviewed by CLP.
