About the Programme

The Community Watch & Care Service Pilot Programme is a first-of-its-kind caring service that combines innovative technology with community support. It is designed to help elderly caring organisations gain a deeper understanding of the daily living conditions of elderly people living at home by analysing smart meter energy consumption data, enabling them to optimise their care services.

Leveraging data analysis technology, CLP has developed an automated system to monitor the energy consumption patterns of the elderly. If an unusual pattern is detected – for example, maintain stationary electricity consumption level over a prolonged period or abnormal usage at midnight – the system triggers a notification to frontline social workers and caregivers timely. This enables service organisations identify potential anomalies and care needs in early stage, so they can arrange appropriate support or intervention.

The first phase of the pilot programme ran from June 2024 to March 2025. Supported by several elderly caring organisations, it successfully invited more than 130 elderly people living alone. In general, partner organisations agreed that the programme helped them to gain a better understanding of the daily energy consumption habits of elderly singletons, enabling more value-added services. When the second phase of the programme commenced in August 2025, even more elderly caring organisations were attracted to join. Beneficiaries have now been extended to include elderly couples, people with disabilities, and other individuals in need to collect feedback for further finetuning the service.

  • Proactive alerts: When unusual energy consumption is detected, CLP will notify the service organisations, prompting proactive follow-up.
    • Prolonged stationary electricity consumption: Identifies potential daytime anomalies.
    • Abnormal hours activity during rest hours: Detects potential energy usage anomalies during sleeping hours.
  • Innovative energy consumption patterns classification: Creates tailored lifestyle profiles to facilitate case-by-case follow-ups.
  • User-friendly interface: A versatile interface allows care organisations to understand the daily routines of service users from multiple perspectives.
