Ms. Kwan joined the CLP Customer Consultative Group in 2026. She is currently the Deputy Chief Executive of Consumer Council. She is a key member of the Senior Management Team in assisting the Council’s Chief Executive in formulating and implementing Council’s policies at all fronts and overseeing the operation of the Council for the protection of consumer rights and interests.                                                                                                                      

Prior to joining the Council in July 2026, Ms. Kwan served in the Hong Kong Police Force for over 37 years working across strategic roles in operational command, human resources management, internal investigations, public relations and information systems. She last held the position of Assistant Commissioner of Police, Information Systems, in which she actively promoted smart policing and digitalisation of service.
