2026 CLP Electricity Subsidies for the Underprivileged Families Programme [ Application is closed. ]

To support the underprivileged and alleviate their financial burdens, CLP Power will allocate HK$50 million from the CLP Community Energy Saving Fund to relaunch the CLP Electricity Subsidies for the Underprivileged Families Programme, providing electricity subsidies to about 73,000 underprivileged families and tenants of subdivided units. Electricity subsidies of HK$600 will be provided to each of the eligible households, including single elderly people and elderly couples aged 65 years or above, low-income families, and people with disabilities. Electricity subsidies of HK$1,000 will be provided to each tenant of subdivided unit with no individual CLP electricity meter who is referred by non-governmental organisations (NGOs) and community partners.

Who are qualified

1. Single elderly people and elderly couples aged 65 years or above

Must be a Hong Kong resident who has held Hong Kong resident status for at least one year; living within CLP’s supply area (applicable to residential electricity customers only); and must currently be receiving one of the following:

  • Comprehensive Social Security Assistance (CSSA); or
  • Old Age Living Allowance (OALA)

2. Low-income family

Must be a Hong Kong resident who has held Hong Kong resident status for at least one year; living within CLP’s supply area (applicable to residential electricity customers only); and must currently be receiving one of the following:

  • Working Family Allowance (WFA); or
  • Comprehensive Social Security Assistance (CSSA); or
  • Full Grant of The School Textbook Assistance (TA); or
  • Full remission of Kindergarten and Child Care Centre Fee Remission (KCFRS) 

3. The Disabled

Must be a Hong Kong resident who has held Hong Kong resident status for at least one year; living within CLP’s supply area (applicable to residential electricity customers only); and must currently be receiving one of the following:

  • Registration Card for People with Disabilities; or
  • Comprehensive Social Security Assistance (CSSA) Scheme with Transport Supplement; or
  • Social Security Allowance (SSA) Scheme with Disability Allowance.

4. Subdivided Units Household

Must be a Hong Kong resident who has held Hong Kong resident status for at least one year; living in the power supply area of CLP; and must fulfil the following application qualifications:

  • living in a subdivided unit; and
  • no individual CLP electricity meter created for the subdivided unit; and
  • does not have any CLP electricity account (including electricity accounts for residential or non-residential customers)
