CLP Community Energy Saving Fund

For 125 years, CLP has grown with the Hong Kong community, responding to the evolving needs of society and supporting people from all walks of life. Under the current Scheme of Control Agreement, the CLP Community Energy Saving Fund (CESF) is funded by 65% of the incentives earned by CLP from achieving energy saving targets. The CESF has launched various programmes which aim at supporting the underprivileged, boosting the economy and promoting community-wide decarbonisation.​


In 2026, HK$270 million is allocated from the CESF to continue launching a range of community support programmes to support the elderly and the underprivileged, promote energy conservation and decarbonisation, and add momentum to Hong Kong’s economy. The number of benefited underpriviledged families is expected to be more than 680,000.

  • Providing free energy audits and recommendations for energy efficiency improvements to eligible subvented organisations.
  • Providing subsidies for implementing recommended improvement works, such as replacing lighting and air conditioning systems, installing solar power systems and electric vehicle charging facilities.

Energy Efficient Appliance Replacement Scheme

  • Subsidies will be provided to elderly people and the underprivileged to replace window-type inverter air conditioners, electric water heaters, refrigerators and washing machines. These 4 types of appliances consume a higher amount of electricity, so replacing them with models carrying Grade 1 energy labels can reduce energy expenses in the long run. 
  • Around 11,000 eligible families can each replace up to 2 appliances.

Community Energy Efficiency and Electrical Safety Enhancement Programme

  • Subsidising the upgrading of electrical installations in old residential buildings, testing electrical equipment for buildings in need and recommending cost-effective solutions to improve electrical safety and energy efficiency.
  • Practical training workshops will be offered to industry engineers to promote energy efficiency and electrical safety.

Subsidy Programme for Community Living Rooms

  • Subsidies will be provided to equip Community Living Rooms with energy-efficient electrical appliances and learning equipment.

Boosting Hong Kong’s Economy
  • Retail and catering coupons with a total value of HK$100 will be distributed to each of around 600,000 households, including residential customers with low electricity consumption and elderly customers who qualify for concessionary tariffs.

Care for the Community
  • Electricity subsidies will be provided to around 70,000 beneficiary households.
  • Electricity subsidies of HK$600 will be provided to each of the eligible households, including single elderly people and elderly couples aged 65 years or above, low-income families, and people with disabilities.
  • Electricity subsidies of HK$1,000 will be provided to each tenant of subdivided units with no individual CLP electricity meter who is referred by non-governmental organisations and community partners.

Cool Home Pilot Programme

  • Subsidising underprivileged households to apply sun control film or coating paint on windows to lower indoor temperature and providing air circulator fans to enhance ventilation, reducing the use of air conditioners during hot summers and saving electricity costs.

Students E-learning Assistance Programme

  • New electronic learning devices will be provided to 2,000 primary, secondary, and tertiary students from underprivileged families.

Promoting Energy Saving and Decarbonisation
  • Subsidies will be provided for commercial and industrial customers, particularly small and medium-sized enterprises, to install or replace more energyefficient electrical equipment such as lighting and air conditioning systems to improve their energy efficiency and reduce their operating costs.

  • Providing free retro-commissioning services for business customers, including on-site inspections, testing, and implementation of retro commissioning measures to improve building energy efficiency and reduce operating costs in the long run. 
  • Subsidies will also be provided to business customers to try energy saving technologies and evaluate their effectiveness and energy-saving potential.

  • Encourage residential customers to save energy year-round by changing their consumption habits. Participants can earn points to redeem for rewards such as energy efficient electrical appliances.
