Basic Housing Units Ordinance (Cap. 658) will take effect on March 1, 2026. To align with government policy and relevant regulatory framework, CLP launches a new electricity supply application process for Subdivided Units in residential buildings. This process will assist SDU Owners/Operators in installing individual electricity meters and set up electricity accounts for each SDUs, in order to meet one of the minimum standards of living conditions for “Basic Housing Units”.

Applicants must meet all the following conditions:
If the SDU already has an individual CLP electricity meter, the applicant can apply for electricity account name transfer through the “CLP One” account: Apply for electricity or name transfer (Residential).

Before submitting application, applicant must:
4) Site photo(s) and schematic wiring diagram of the proposed meter
installation location. (Download Sample) (Only Chinese version is available)
5) If meters and associated electrical installation are to be installed in the
common parts of the principal building (e.g. meter rooms of building,
communal staircases) or requiring an increase of approved loading of the
principal flat, please provide the following consent documents (I or II):
I. The Confirmation of Agreement from Owner(s) of Rising Main
(applicable for buildings with Rising Main) (download the template) or
II. The Confirmation of Agreement from Owner(s) of common area of
the premises (applicable for buildings without Rising Main)

In case the principle flat is locating in a "three-nil building", applicant please
refer to The Guideline for Electricity Application (Applicable to three-nil
building) (Only Chinese version is available) and submit the
required supporting document to CLP for record as well
6) If meters are to be installed in the shared part of principal flat (e.g. corridors
in shared part of principal flat), please provide a 4G signal measurement
report. (Download Sample) (Only Chinese version is available).
If applicant is the existing customer of the principal flat, he/she may terminate the existing electricity account and arrange for a deposit refund when submitting the new application.
The applicant needs to complete the Application Form - Electricity Supply For Subdivided Units (SDUs) and submit the form with required supporting documents to CLP through the following methods:
Move-in notification letter
After CLP has successfully verified your application, you should receive confirmation by mail in around 1 week (note: each Subdivided Units will have its own confirmation letter and service application number).

To help us to provide better service, please quote your service order number for inquiry (shown in the confirmation letter).
Submit necessary document
Once you received the move-in notification letter, please submit all required documents to bhu@clp.com.hk via email within a month (if you haven’t), such as:

4G signal measurement report (download sample) (Only Chinese version is available)
We can only process your application further after we receive all required documents.
Book an electrical installation inspection
Please book an appointment for electrical installation inspection once you have the estimated completion date for your installation work.
